Is the reconciliation process possible again?

Visa-free travel between Turkey and Syria had started.



We were going to clear the area of landmines and lift borders.



However, we could not demine, and even worse, high walls are being built on these borders.



The Kurdish issue would be solved with the Reconciliation Process.



Spring would then come to the mountains of our land.



Yet, our cities, alongside our mountains turned into war scenes.



There is now a curfew in the streets of Suriçi, Diyarbakir, where I visit every time I go.



Peace was supposed to come, peace as strong as the walls of Diyarbakir.



Yet, trenches are dug by these walls.



The Kurşunlu Mosque is burnt down.



My heart is torn out.



The call for prayer (adhan) no longer rises from the Nusret Paşa, Kurşunlu, Şefik Efendi, İbrahim Bey and Safa mosques.



The call to prayer had not been silenced in Diyarbakir during times of war.



Yet, the PKK silenced the call for prayer in these mosques in Diyarbakır.



Didnt Figen Yüksekdağ, argue that the mosque was burnt down as a result of a helicopter opening fire?



Didnt İdris Baluken, say that “The people are digging the trenches” in the Parliament?



İdris Baluken, those trenches are not dug by the Kurdish people. Those trenches are dug against the Kurdish people.



Aren't those, who took a few of their belongings and fled Sur, Cizre, Nusaybin Kurdish?



Wasnt Tahir Elçi Kurdish?



Just do not forget that Diyarbakir is not Syria, and they are not Syrian refugees.



They are 7th generation Kurds.



They have pledged their consciences.



They should have stood up and said “Ninety percent of this society has supported us.



Why are you entering our political sphere?



Why are you burning our mosques down?



Why are you digging trenches?



Weren't you already governing these cities?



They are burying peace and hope with the bombs in those trenches.



They are burying politics.



They are burying Abdullah Öcalan in those trenches.”



Öcalan had made some changes in the PKK management when the Reconciliation Process started.



He brought Cemil Bayık and Bese Hozat to the PKK management, and Murat Karayılan, his most trusted figure, to the head of the armed wing.



Öcalan took this precaution; yet, Cemil Bayık had something else planned.



First he disappointed Öcalan's call for laying down arms and withdrawing.



He actually started the process of withdrawal and then stopped it.



After the enactment of the framework law in Parliament and the Dolmabahçe statement, PKK was expected to go to congress and declare disarmament. However, instead they dispatched newly-armed components.



After gaining 13 percent of the votes and 80 parliamentarian seats on June 7, their first mission was to start urban wars.



They asked for trenches to be dug in streets, and tunnels under houses for transition.



These were done in Silvan , Cizre and Sur.



While HDP had gained support for the Reconciliation Process with 80 seats in parliament, Bayik hit the button for the start of urban wars.



Now he says, “ The organization itself will decide to lay down its arms, not Abdullah Öcalan or the HDP.”



This is challenging Öcalan.



This means Cemil Bayık is burying Öcalan alive in the trenches of Sur.



Where does Cemil Bayık get this courage from?



Cemil Bayık founded the YDG-H against Öcalan's PKK.



In a sense, he founded a “Parallel PKK.”



YDG-H means Cemil Bayık to the extent PKK means Öcalan.



We are facing a new form of terrorism structuring.



The new concept: urban wars with rural roots.



They are using them for the urban wars, but activating the PKK when needed.



The government, which has delayed training special units for the battle against the PKK and actually used new soldiers in the military against them, has to establish a new structuring against urban wars and urban fighters.



While battling the PKK in the mountains, special units need to be trained to fight YDG-H's urban fighters.



Because the concept of rural wars and urban wars are different.



Will this war continue forever?



Will the Reconciliation Process be taken out of the refrigerator?



I am talking to those concerned.



This is challenging because of the Syria conjuncture.



It is understood that we will be spending this winter at least.



Well, will not a civil reconciliation be brought to the agenda again?



I would like to quote from Ali Bayramoğlu, one of the few journalists who had the chance to speak to the Irish Prime Minister, Bertie Ahern, during the IRA reconciliation process.



“The parties don't sit at the table out of their good intentions or because of sudden changed in position. What makes them sit at that table is the idea that the conflict can no longer continue.”



When the subject is the PKK, foreign dynamics should be included in the analyses.



Öcalan had said, “When I established the PKK, I was told to keep Turkey engaged.”



Who said this to Öcalan?



Was it Assad, who acted as PKK's patron for years?



Why did the PKK start this war, just when the Reconciliation Process was continuing and HDP had gained 13 percent of the votes and 80 seats in parliament?



The PKK was tasked with engaging Turkey once again, while Syria and Iraq were redesigned.



This is the picture.



Again, the cure is in reconciliation.



I am aware it is awkward to talk about reconciliation, when trenches are dug and our soldiers are being killed.



The Reconciliation Process has always been on Ankara's agenda, despite it being put away in the refrigerator for a while.



President Erdoğan said, “We will not stop our battle, until arms are put down, buried and concrete is poured over them, and until not a single terrorist is left within our borders.”



Prime Minister Davutoğlu said, “We will not stop this fight until all arms are buried deep down in magma, we will not compromise.”



The Reconciliation Process did not come through, yet we gained many experiences. While Turkey was preparing for reconciliation, the PKK was preparing for urban wars.



Therefore, even if reconciliation starts again, it will not start from where it left off.



The Reconciliation Process was discussed during Mesut Barzani's visit.



Ankara's road map is clear.



It can be summarized in four points:



1- The trenches will be covered. urban wars will end.



2- Public authority will be ensured.



3-Withdrawal will start. A certain amount of this will be viewed.



4- Then, the Reconciliation Process will start with its new concept.



The important part here is the start of the withdrawal.



Please note that, I said a Reconciliation Process with a new concept.



The urban wars, the trenches, and the declaration of autonomous governments caused Ankara to make security adjustments.
